Who Qualifies for DCA?

Four key criteria you must meet

Under 16 Years Old

Child must be under 16. DCA ends on the 16th birthday unless in full-time education (up to 18).

Severe Disability

Child must have a permanent or long-term severe disability (autism, cerebral palsy, Down syndrome, etc.).

Substantial Extra Care

Child requires substantially more care than a child of similar age due to disability.

Living at Home

Child must live with you, not in residential care or long-stay hospital.

Important: No Income Limit

DCA has NO means test. Your salary, savings, or family income do not affect eligibility or payment. Eligibility depends ONLY on the child's disability and care needs, not your financial situation.

What You Get with DCA

More than just the monthly payment

€380 Monthly Payment

Paid directly into your bank account every month. Annual total: €4,560. Can be used for any care-related costs.

Medical Card (Automatic)

Free GP visits, prescriptions, hospital visits, and healthcare for child. Automatically issued with DCA approval - no separate application.

Carer's Support Grant (€2,000/year)

Annual support grant (usually paid in June) to fund respite care, therapy, or carer wellbeing. Automatically awarded.

Free Travel Pass

Child receives free travel on buses, trains, and local transport (eligible age 5-16). Reduces family costs significantly.

How to Apply for DCA

Step-by-step process from assessment to approval

1

Get Professional Autism Assessment

Book assessment with AutismCare or another registered psychologist. Assessment must document diagnosis, developmental history, behavioral needs, and daily care requirements. €300-€500 typically.

Tip: AutismCare reports are accepted by DSP and specifically mention care needs for DCA.
2

Complete "Dom Care 1" Form from DSP

Download the Domiciliary Care Allowance form from http://www.gov.ie. Fill in child details, your details, and confirm living arrangements. Include your assessment report and other medical evidence.

Tip: DSP requires BOTH assessment evidence AND medical evidence of disability.
3

Get GP to Complete "Dom Care 3" Form

Bring the Dom Care 3 form to child's GP. GP must certify disability, describe daily care needs, explain why care is substantially different to normal children. This form is CRITICAL.

Tip: Give GP the AutismCare report to help complete the form accurately. GP fee varies (usually €25-€50).
4

Submit Application to DSP

Mail or submit online to: Department of Social Protection, Domiciliary Care Allowance Section, Roscommon, Ireland. Include Dom Care 1 form (completed), Dom Care 3 form (GP-signed), assessment report, birth certificate, ID, proof of address.

Tip: Keep copies. DSP may ask for additional medical evidence - respond promptly.
5

Receive Decision (8-12 Weeks)

DSP reviews application and contacts you with decision. Approval means €380/month, medical card, and support grant are paid. Payment usually starts within 2 weeks of approval.

Tip: If rejected, you can appeal within 21 days. AutismCare can provide additional evidence.

DCA FAQ

Answers to common questions

DCA is a government monthly payment of €380 for parents/guardians of children under 16 with disabilities requiring substantial extra care (autism, cerebral palsy, Down syndrome, etc.). Child must live at home. There is NO means test - your income doesn't affect eligibility.

Yes. DCA requires professional medical documentation confirming disability and care needs. An autism assessment from a registered psychologist (like AutismCare) is ideal. The assessment report, plus your GP's Dom Care 3 form confirming care needs, are what DSP requires.

DCA is €380/month (€4,560/year). You also automatically get: medical card (free GP/prescriptions), Carer's Support Grant (€2,000/year), and free travel for the child. No means test. Payments continue until child turns 16 (or 18 if in full-time education).

DSP typically takes 8-12 weeks to process DCA applications from submission. Having complete medical evidence (assessment + GP form) speeds up decisions. Backlog can vary by season. Payment begins within 2 weeks of approval.

You need: completed Dom Care 1 form (from DSP), Dom Care 3 form (signed by GP), assessment report from psychologist, child's birth certificate, proof of identity, proof of current address (rent/mortgage), and evidence child lives with you. AutismCare provides the assessment report that meets DSP requirements.

Yes. DCA is not means tested and does not affect employment. Carer's Allowance is means tested, but DCA has NO income restriction. You can work full-time and still receive full DCA payment.

You can appeal within 21 days. DSP will provide reasons for rejection. Common reasons: insufficient evidence of disability or care needs. You can request additional medical evidence from AutismCare or your GP to support appeal. Appeals are reviewed by a separate officer.

AutismCare provides PSI-registered assessment reports that explicitly document autism diagnosis, behavioral profile, communication needs, social skills deficits, and DAILY CARE REQUIREMENTS. Our reports specifically address what DSP needs for DCA: evidence that child requires substantially more care than typical children due to disability. Reports speed up application processing.
